Decreasing Colors
Starting with an image such as the following, we can achieve an interesting dotted effect, the second image.
Next go to Colors --> Decrease Color Depth --> 2 Colors (1 Bit) Now make the settings match this:
When you do this, your image will look like this.
Now you want to paste it as a new layer to your original. Go to Edit --> Copy, and then Edit --> Undo. Then Edit --> Paste As New Layer. Now, open up your layer palette. The red circled icon opens the layer palette window.
Now edit the top layer (in this case it's called Layer 1) by changing "normal" to "screen". You also can play around with opacities by moving the arrows.
Don't forget to go to Layers --> Merge --> Merge All (Flatten) before you save. Final image:
I realize the rose is probably not the best example of this effect, but it's a little theme with me, so just use it as an idea of what it can do hehe.
